I checked out CityEngine. It is a great software tool that can help a lot with development concepts, whether for a city block or master plans. It's a step above SketchUp and I really like the BIM feature. This would be a good investment ($500-single user).

Yes, with the use of ESRI geodatabase.
And though buildings and infrastructures have been constructed in particulars ways, I believe there should be some freedom in construction of those buildings and infrastructure that may scale any number of costs.
