Land Management
These are all hypothetical figures, but I'm guessing Afristan will be ~1000 sq miles, and photovoltaic will be the primary energy sources.
With these assumptions, we can figure out how much land is needed to produce X amount of energy.

50 gw would require ~ 350 sq miles
300 sq miles(using Singapore as a benchmark) would be used for residential, military, etc.. leaving only 350 sq miles for farming(indoors farming) and manufacturing, so 1000 sq miles is not enough land for testing and developing nuclear arsenal.
